On September 7th, the Ministry of
Agriculture and Rural Affairs, the National Development and Reform Commission,
the Ministry of Science and Technology, the Ministry of Natural Resources, the
Ministry of Ecology and Environment and the State Forestry and Grass Bureau
issued the National Agricultural Green Development Plan for the 14th Five-Year
Plan. According to the Plan, by 2025, the use of chemical fertilizers and
pesticides will continue to decrease, the utilization level of agricultural
wastes will be significantly improved, and agricultural non-point source
pollution will be effectively curbed.
According to the Plan, since the 13th
Five-Year Plan, the prevention and control of agricultural non-point source
pollution has achieved remarkable results. Chemical fertilizers have been
continuously reduced and negative growth has been achieved for four consecutive
years. The resource utilization level of agricultural wastes has been steadily increased,
and the environment of producing areas has been significantly improved.
The development goal put forward in the
Plan is that by 2025, the green development of agriculture will be
comprehensively promoted, and the green transformation of rural production and
lifestyle will make significant progress. Among them, the environmental quality
of the producing area has obviously improved. The use of chemical fertilizers
and pesticides has been continuously reduced, the utilization level of
agricultural wastes has been significantly improved, and agricultural non-point
source pollution has been effectively curbed. The ability of reducing emissions
and fixing carbon is obviously enhanced. The emission intensity of greenhouse
gases from major agricultural products has been greatly reduced, the ability of
reducing emissions and fixing carbon and coping with climate change in
agriculture has been continuously enhanced, and the efficiency of agricultural
energy use has been effectively improved.
According to the Plan, the environmental
indicators of producing areas in the main indicators of agricultural green
development in the 14th Five-Year Plan should reach: the utilization rate of
chemical fertilizers of major crops will increase from 40.2% in 2020 to 43% in
2025; The utilization rate of pesticides in major crops will increase from
40.6% in 2020 to 43% in 2025; The recovery rate of waste agricultural film will
increase from 80% in 2020 to 85% in 2025.
In the chapter "Strengthening the
prevention and control of agricultural non-point source pollution and improving
the level of environmental protection in producing areas", the Plan
focuses on promoting the reduction and efficiency increase of chemical
fertilizers and pesticides. First, it is driven by technology integration,
focusing on reducing fertilizer and increasing efficiency, and integrating and
popularizing scientific fertilization technology. In the main grain producing
areas, the dominant horticultural crop producing areas and the concentrated
facility vegetable producing areas, new fertilizers such as slow-release
fertilizers and water-soluble fertilizers will be demonstrated and promoted,
and fertilization methods will be improved. Second, the promotion of organic
fertilizer substitution, focusing on the advantageous areas of fruit,
vegetables and tea, promotes the utilization of manure and fertilizer, reduces
the amount of chemical fertilizer, and promotes the substitution of organic
fertilizer for chemical fertilizer in a wider range. Third, driven by the new
business entities, a number of specialized service organizations were fostered
and supported, and socialized services for unified fertilizer allocations and application
were carried out. Encourage agricultural enterprises to cooperate to promote
soil testing and formula fertilization.
Second, promote pesticide reduction and
increase efficiency. Carry out the rule of unified prevention, support a number
of specialized service organizations for pest control, and improve the control
effect. Promote green prevention and control, and integrate and popularize
green prevention and control technologies such as biological control and
physical control in key areas of horticultural crops. Promote new and efficient
plant protection machinery, support the creation and promotion of advanced and
efficient plant protection machinery such as spray bar sprayer and plant
protection drone, and improve the utilization rate of pesticides. Promote
scientific drug use, carry out safety risk assessment of pesticide use, promote
the application of new pesticides with high efficiency, low toxicity and low
residue, and phase out pesticides with high toxicity and high risk. Build a
monitoring and early warning system for crop diseases and insect pests, and
build a number of intelligent and automated field monitoring outlets to improve
the monitoring and early warning level of major diseases and insect pests.
